This monograph deals with the popular education project proposed by the radical liberals in the second half of the 19th century. In particular, the investigation focuses on the case of the organization and early years of the National University between 1867 and 1876, from the foundation of the institution and until the closure of academic activities as a result of the civil war of 1876. The monograph is guided by two central questions, namely: What were the meanings and debates about popular instruction and the creation project of the National University of Colombia in the second half of the 19th century? How was the implementation of this project in the initial stage of the University? It seeks to understand, from a critical perspective, why the Colombian literate elites of the sixties and seventies believed and invested in the mass education of the bulk of the population, not only at the elementary level, but also professional. In addition, the work intends to go beyond the question of the meanings and debates, giving an account of how the implementation of this project was carried out.
