This paper aims to analyze how human rights were incorporated into the foreign policy of the governments Fernando Henrique Cardoso (1995 - 2002) and Luís Inácio Lula da Silva (2003 - 2010). The intent is to understand to what extent the orientation of foreign policies in the quest for autonomy influenced the commitment of these governments to the regional human rights regime. Thus, this study is theoretical, and it was carried out by reviewing the literature and analyzing the concepts on the proposed themes so it will provide the background needed for its analysis. The study was accomplished through a bibliographical and documentary survey in the Library of the Federal University of Uberlândia and especially in virtual collections - internet like: SciELO, Portal of Periodicals CAPES, JSTOR. Assim, este estudo é do tipo teórico, e foi realizado por meio de revisão da literatura e da análise dos conceitos sobre os temas propostos que fornecerão o embasamento necessário para a análise do tema proposto. O estudo foi realizado por meio de um levantamento bibliográfico e documental realizado na Biblioteca da Universidade Federal de Uberlândia e especialmente em acervos virtuais - internet como: SciELO, Portal de Periódicos CAPES, JSTOR. As conclusões do trabalho procuram discutir como o compromisso com os direitos humanos foi articulado na estratégia de busca pela autonomia das políticas externa dos governos FHC e Lula com foco no Sistema Interamericano de Direitos Humanos.
