Contexto Socio-Jurídico de la Atención a Mujeres Víctimas del Conflicto y la Violencia en Tibú de 2020 a 2023

Abstract

Qué es, cómo ha sido y cómo se puede fortalecer y blindar la atención integral a mujeres víctimas del conflicto y la violencia en Tibú, son los grandes interrogantes que conforman la base de esta investigación. Es importante tener presente desde un inicio que la autora del proyecto conoce y cuenta con la propia experiencia como residente de Tibú, pobladora del Catatumbo y familiar de víctimas que han sido fuente primaria de las condiciones sociales del territorio del Catatumbo en Norte de Santander. Por ello, se propone desde el rol de estudiante de derecho, conocer a fondo una de las problemáticas subyacentes más álgidas en los últimos tiempos: la violencia contra las mujeres, específicamente la atención brindada a las víctimas de este flagelo. En el desarrollo del presente trabajo se aborda la situación actual de conflicto, victimización y afectación a la mujer en el marco de la violencia y la guerra interna que se vive en el Municipio de Tibú, como parte de un contexto regional y departamental especialmente en la zona del Catatumbo. Posteriormente se describen gracias a la aplicación de una encuesta estructurada, la situación frente a atención y reparación recibida por parte de un grupo de mujeres víctimas del municipio. Finalmente se abordan las estrategias que deberían implementarse para manejar con enfoque de género el rol de las “víctimas mujeres” que deberían ser atendidas desde su integralidad y desarrollo humano y social.

What it is, how it has been and how comprehensive care for women victims of the conflict and violence in Tibú can be strengthened and shielded, are the big questions that form the basis of this investigation. It is important to keep in mind from the beginning that the author of the project knows and has her own experience as a resident of Tibú, a resident of Catatumbo and a relative of victims who have been a primary source of the social conditions of the territory of Catatumbo in Norte de Santander. For this reason, it is proposed from the role of a law student, to know in depth one of the most acute underlying problems in recent times: violence against women, specifically the care provided to the victims of this scourge. In the development of this work, the current situation of conflict, victimization and affectation of women is addressed in the context of violence and internal war that is experienced in the Municipality of Tibú, as part of a regional and departmental context, especially in the Catatumbo area. Subsequently, thanks to the application of a structured survey, the situation regarding care and reparation received by a group of women victims of the municipality is described. Finally, the strategies that should be implemented to manage the role of "female victims" who should be addressed from their integrality and human and social development are addressed with a gender approach.
