The runner Buga-Buenaventura has been one of the most important sections of communication between the Pacific region and the country. In addition, several efforts have been made to improve road conditions that allow the population located in rural areas to communicate with the collection centers. distributed in the corridor, the state as executor of road projects has entered into contracts in order to guarantee connectivity and complete the activities derived from road interventions, in this case contracts such as 2175 of 2014, 1514 of 2015 have been carried out , 1638 of 2015, 724 of 2012 in charge of INVIAS and ANI through concessions such as 005-99 and 211 of 2013, however, despite executing this type of project, the completion of the expansion of the corridor by Causes derived from the time of the contract, environmental permits or difficulties in the property management and acquisition processes, this according to what is indicated in the technical annex of the ANI in the description of the runner in 2016.
On the other hand, every time a road corridor is intervened that has an implicit community or owner, it obliges the acquiring entity to carry out a property and social management process to compensate the inhabitants who are subject to property affectation, in this way the present This work intends to implement a tool that contemplates the projection of the value of the acquisition costs necessary to obtain the strips of land complying with the guidelines and criteria established by the governing entity in terms of valuation, additionally a technical and legal identification will be carried out with the purpose of to be able to demonstrate the nature of the properties and finally, a recommendation will be made from the territorial approach in its pre-construction stage, that is, without intervening the properties and that it be consolidated as a property diagnosis that allows guiding the management that will possibly be useful at the time of carrying out the public utility project.
