Resumen
This article intends through a holistic exercise in which, with the use of the literary resource of the fable, a review of the relationship that has historically developed between the State, the economy and culture is presented. Cultural rights are an integral part of human rights and, like the other contents in various international instruments, they are universal, indivisible and interdependent. Regarding them, the State has an obligation aimed at their materialization and progressive effectiveness through the creation and implementation of public policies. Their promotion and respect are essential as they are linked to human dignity and allow positive social interaction of individuals and communities in a society, such as Colombia, which is characterized by its cultural diversity and plurality. Aware of the importance of these rights and the need for their effectiveness, conditioned in many cases by the existence of sufficient resources, this academic exercise through a descriptive methodology aims to bring these three institutions into dialogue through a resource little used in Law: the fable.
