The purpose of this document is to present a detailed description of the “Mobbing or
workplace harassment” phenomenon in its different forms within public and private
organizations; In this case, the study was carried out in a public entity, whose hierarchical
structure is pyramidal, military in nature; where its organizational culture is framed by
principles, values, ideals and a vocation of service based on a military training, the essence of
which is discipline: "A set of rules of conduct that the military must observe in the exercise of
his career, an essential condition for the existence of the Military Forces. It is the cohesion factor
that forces us to command responsibly and to obey what is ordered, it will be practiced and
demanded in the Military Forces as a rule of action. It has its collective expression in compliance
with the Constitution and its individual manifestation in the fulfillment of the orders received;
it counteracts the dissolving effects of the struggle, creates intimate cohesion and allows the
superior to demand and obtain from the subordinate that the orders be carried out accurately and
without hesitation. It implies the observance of the rules and orders enshrined in professional
duty”. Law 1862, August 2017, article 3.
Taking into account that workplace harassment is generally evidenced by a
hierarchical superior, who abuses his power, rank and authority to discredit, undermine and
disregard a subordinate or collaborator; affecting your physical, emotional and mental health;
considerably reducing their efficiency and work capacity; which translates into high health
costs, absenteeism and job desertion.
