The objective of this research is to investigate the democratic management of
schools with their characteristics, highlighting the School Board as a research
subject, being an instrument of representation of the community in school
management and also to include parents, teachers, students and staff. From this
vision, we use a theoretical analysis of empirical research, seeking to understand the
role of the School Board in the development of democracy in the school environment.
In carrying out this scientific research, we collected data, limited to a single public
school in Fortaleza. From observation, questionnaires and interviews with members
of the School Board, as well as documentary analysis is apparent contradictions,
anxieties, expectations and frustrations about the subject of implementation, the
establishment and operation of a collective body, contrary to what is said in the
current legislation. There is also the centralization of power and decisions of the
management group in the figure, preventing structure of the Council as a mechanism
of participation, inclusiveness, transparency and autonomy. Therefore, including the
School Board is not constituted as a victory for the community school, but as a legal
obligation that would establish a similar pattern of operation of the college for the
school to receive and organize your resources. Therefore, the Council does not
develop changes in the structure and educational culture of the school and can not
perform them, restricting only to procedural activities, having a closed and authoritarian direction.
