Resumen
This article demonstrates how much of the application of federal resources that has been facing numerous problems in the processes of acquisition of goods and services by public entities. Most of these situations arise from the incorrect application of legislation and, especially, from the absence of effective organization and planning procedures. The bidding law nº 8666/93, brings in article 15, provisions that guide the acquisitions in the most planned and fast way which, as a whole, is the so-called Price Registration System. Since the beginning of the bidding law, doubts about procedures and the absence of computerized resources have led many managers to move away from this system. Over time, the federal government has developed computerized tools and systems that today allow the implementation and control of procedures electronically on the Internet at http://www.comprasnet.gov.br. These tools have facilitated the implementation of the Price Register and brought a new perspective to use this system, as well as other computerized resources such as Electronic Auctions and Electronic Quotation. This possibility opens space to make purchases more efficient, improve planning and facilitate the regular application of resources by public agents.
