The Main Objective Of the Proposal is To Establish a World-class Alliance Of Schools Of Engineering To Accomplish the Following Tasks:to Improve Significantly And Synergistically Its Research Development And Technological Transfer Activities And Productivity Focusing Mainly On Pertinent Themes Which Are Relevant For the Economical And Social Development Of Each Region Oriented To Improve the Competitivity Of the Central-south Region Of Chile. To Establish An Articulated Platform Oriented To Support the Development Of Pertinent Innovation And Local Entrepreneurship In Close Collaboration With Private And Public Stakeholders. To Implement Innovative Undergraduate And Graduate Training Programs Aimed To Instruct Engineers Committed With Their Region Which Make An Effective Contribution To An Integral Development Of the Country With a Global Perspective.The Regional State Institutions Universidad de la Frontera (ufro) Universidad del Bío-bío (ubb) And Universidad de Talca (utal) Located Respectively In the Regions Of la Araucanía Bío-bío And Maule Established An Alliance To Improve Significantly Their Contribution To Innovation And Entrepreneurship In Engineering Both In the Local Regions As Well As In the Rest Of the Country. The Expected Radical Change Of the Institutions is Clearly Shown In the Following Goals: Increase Of Innovation And Entrepreneurship Skills Of Students Enrolled In a Civil Engineering Program: 65 % Of the Students Show a Satisfactory Or Very Satisfactory Level 6 Years After Beginning Their Study With External Examination, Increase Of International And Multicultural Student Experience: 20 % Of the Graduates From Civil Engineering Programs Have Done An Internship In a Foreign University Or Company, Increase Of the Faculty Members With Advanced Skills In Engineering Technological Development And Innovation: In the Year 2020 a 35% Of the Total Will Accomplish This Condition, Increase Of R&d Production: By the Year 2020 Publications Will Increase 60 % And Acquisition Of External Funds To Financing Of Projects Will Increase 100 %, Increased Production Of Innovation: By the Year 2020 the Number Of Patents the Number Of Innovations And the Number Of Start-ups And Spin Offs Will Increase 100% Each. The Investment Required To Perform This Set Of Programs is Estimated In 24000 Million Chilean Pesos Of Which the Universities That Support This Proposal Contribute With 9. 000. The Implementation Of the Plan is Organized In Base Of a Strong Incorporation Of Advanced Human Capital State Of the Art Laboratory Implementation And a Management Structure That Brings the University Close To Regional Problems. The Sustainability Of the Results is Based On Strong Involvement In the Development Of the Country Providing the Knowledge Generated Within the University As An Added Value Of the Activity Of Each Region. The Alliance Will Make a Notable Contribution To Engineering Based Regionally But Integrated In the World On the Logic Promoted By the Oecd (which is Verifiable In Several Developed Countries).
