Resumen
This paper tries to indicate the definitions of government, governability, and governance, to demonstrate the use of these concepts, mainly in the political environment, and by international agencies. It also intends to explain the need for reforming those States that did not insen themselves in a new world order determined by the economic globalization and neoliberal principles, in order to create an institutionality that should guarantee market contracts, thus facilitating the safe capital internationalization. Globalization, liberalization, and institutionalization are analyzed at the Brazilian level, under the perspective of such concepts. Diferentes definições de governabilidade, governo e governança. Novo padrão institucional que garanta os contratos de mercado. Internacionalização do capital.
