In this article, the author shows that the existence of nuclear weapons meant that security problems were dominated by the development of deterrence and anns control theories during the Cold War period. The preservation of military stability was of suchoverriding importance that it superseded all other considerations. The article discusses the new world order that determines the conditions under which military force might be used, and the manner in which conflict might be avoided. lt indicates how the USAintends to restructure its security strategy and, at the same time, intluence Latin American policies. The last part of the article presents some paths foreseen by the author for Latin America·s security policy.A atual conjuntura mundial como resultado do fim da Guerra Fria é analisada em alguns de seus aspectos: blocos econômicos que tendem a se transformar em blocos políticos: a relativização do poder do Estado-nação: as novas ameaças à segurança dospovos: e a eliminação do enfoque ideológico na formulação da política militar dos Estados. A forma como o Estado hegemônico nas Américas, os EUA, vem respondendo a esta nova realidade é mais detalhadamente apresentada com o objetivo de visualizar as alternativas que se abrem para a reforma militar dos Estados latinos.
