The potential for organizational learning and management quality: A multi-case study on brazilian public organizations

The present study has as its main objective the investigation of the relationship between the potential for organizational learning and the level of management quality among public organizations participating in the Brazilian Federal Government's Public Service Quality Program. The study's hypothesis is that the greater the level of management quality, the greater the potential for organizational learning. To measure the potential for organizational learning, the tool called the Organizational Learning Scale, developed by Goh and Richards (1997) was utilized, and which was modified to fit the Brazilian context.
