The Mobility Plan and Public Spaces of Cuenca (PMEP) searches the definition of restricted areas to vehicular traffic at historical downtown for improving the mobility reducing the pollution at this zone. Base on this idea, this investigation proposes a work zone among the following streets Antonio Vega Muñoz, Tarqui, Calle Larga y Huayna Cápac, where a selective parking spaces displacement is suggested in and out of the public way.
As result of the determination of set a restricted area it was obtained a parking demand which will be displaced out of the study zone; the relocation proposal includes parking spaces on the public way, a parking lot located at the Third Army Zone and the last one on Plaza El Otorongo. The displaced demand will be analysed according the services level obtained from the streets that are part of the border of the study zone before and after of constraint measure and finally with a projection for the next five years.
During the investigation it was made fieldwork, surveys, technical sheets, modelling and simulation of traffic data, on the street intersections that are part of vehicular traffic borders, the processing was achieved with Synchro Studio Software getting data regarding levels of service, before and after of the constraint application.
The obtained results indicate that the whole demand displaced was relocated successfully, however, the current level of service oscillates between the range A and B (A: the highest, F: the lowest). After the application of the constraint inside the study area, the levels of service descends to such an extent that some intersections get levels of C, D and even F.
