It is increasingly apparent participation of society in protecting and preserving the environment, especially as environmental degradation has increased in scale over time, compromising the quality of human life. Hence the need for intervention from both the government and citizens and propose policy alternatives that seek to mitigate the consequences of this degradation. Environmental licensing is a tool that serves to preserve, enhance and restore environmental quality. Within this context, this thepublic hearing stage of licensing constitutes a significant instrument of popular participation and control. Thus favors the population that will be affected by impacts into contact directly with the entrepreneur to help you make your questions, criticisms, seek clarifications and suggest actions for the mitigation or compensation of damage. The objective of this research is to analyze the process of Popular Participation in public hearings ( AP ) of Hydroelectric ( AHE ) Ferreira Gomes, identifying its social actors , as well as questions , statements and factors that compromised the effectiveness of this popular participation in hearings . For that the goals are met , the methodology was developed in a quantitative and qualitative approach, based on bibliographical , documentary and content analysis of the minutes of three public hearings held research. The data collected showed that the minutes quantitatively popular participation was significant in the three APs, especially in the Ferreira Gomes and Macapa. But a qualitative analysis of the content of the minutes confirmed the hypothesis proposed that popular participation in the AHE APs Ferreira Gomes was not effective, since there was that committed this effectiveness factors , eg, lack of knowledge and information in relevant level by the population to argue and question regarding the impacts of the project
