Sentido político de la motivación para la enseñanza. Análisis en la política nacional docente chilena

The main goal of this article is to analyze the political sense of the motivation to teach within the Chilean national education policies. This research is part of an investigation of the motivational trajectory of elementary school pedagogy students. This trajectory presents a high desertion rate; the investigation of the political sense of teachers' motivation aims at understanding this fact. We used a qualitative methodology, a comprehensive design, and an emerging content analysis technique to research the National Educational Policy. The results seem to show that teachers' motivation is regulated by the National Educational Policy, and suggest certain political sense. However, at least three mechanisms in the educational policy undermine those conclusions: The concept of subsidy and the State's role as subsidiary entity, regulated by the 1980 political Constitution; the finance model that subsidizes demand; and the curriculum standardization by the General Education Law. Therefore, the analysis of the National Educational Policy must consider the political and socio-historical context of its promulgation, which may distort the political sense regulated in the teachers' motivation. Finally, we must evaluate the possibilities and limitations of an investigation of the declared educational policies, adding to the research of the normative system an exploration of its interpretation in institutional life.
