Observations on the evolution and environmental communication of Modatima: Semantic and discursive elaborations in the environmental conflict of Petorca Province.

Abstract

Based on the background on the problem related to the “water” distinction, the present equivalent training activity (AFE) focuses on the analysis of the organizational evolution of Modatima, an analysis unit selected for its spokesperson function in the context of the environmental conflict in the province of Petorca.The research is carried out through a qualitative methodology, using the documentary review and the interview as techniques. The main objective is to describe and analyze the relationship generated by evolution from a protest movement, towards an organizational system and developed environmental communications. It was found that the type of link with the conflict is transformed, obtaining more possibilities for action and social articulation.Regarding communications, it focuses on transmitting the shortcomings of the current regulatory framework, highlighting its visibility on the territorial, environmental and social dimension that exists, in addition to the inequality in access and quality of “Water”. The need arises for a change in governance that works at the local level, from a watershed approach, considering its social and ecosystem function.

A partir de los antecedentes sobre la problemática en torno a la distinción “agua”, la presente actividad formativa equivalente (AFE) se avoca al análisis de la evolución organizacional de Modatima, unidad de análisis seleccionada por su función vocera en el marco del conflicto ambiental en la provincia de Petorca. La investigación se desarrolla a través de una metodología cualitativa, utilizando como técnicas la revisión documental y la entrevista. El objetivo central es describir y analizar la relación que genera la evolución desde un movimiento de protesta, hacia un sistema organizacional y las comunicaciones ambientales desarrolladas. Se pudo constatar que el tipo de vinculación con el conflicto se transforma, obteniendo más posibilidades de acción y articulación social. En cuanto a las comunicaciones, esta se focaliza en transmitir las falencias del actual marco normativo, resaltando su in-visibilización sobre la dimensión territorial, ambiental y social que existe, además de la inequidad en el acceso y calidad del “Agua”. Se plantea la necesidad de un cambio en la gobernanza que funcione a nivel local, desde un enfoque de cuenca, considerando su función social y ecosistémica.
