La influencia política de Estados Unidos en Latinoamérica: Una visión desde el tratamiento de los Derechos Humanos, 1977-1989.

Abstract

Desde los inicios de las relaciones entre Estados Unidos y los países latinoamericanos, se ha observado el cómo éstos últimos se han visto afectados por las directrices políticas y económicas de la potencia norteamericana. De esta forma, las relaciones bilaterales entre Estados Unidos y los distintos países Latinoamericanos, durante períodos en que en estos últimos han ocurrido violaciones sistemáticas a los derechos humanos se han visto modificadas dependiendo del gobierno de turno en el país del Norte. Este trabajo estudia precisamente el período comprendido entre 1977 y 1989, momento en que éstas diferencias se hacen mucho más contrastables, centrando la revisión doctrinaria de instrumentos legales y tratados internacionales en la Organización de Estados Americanos y la Comisión Interamericana de Derechos Humanos.

Since the beginning of relations between the United States and Latin American countries, it has been observed how these countries have been affected by the political and economic guidelines of the North American power. In this way, bilateral relations between the United States and the different Latin American countries, during periods in which human rights have been systematically violated, they have been modified by the current government in the country of the North. This paper studies precisely the period between 1977 and 1989, when these differences become much more contrastable, where the doctrinal review of legal instruments and international agreements is focused in the Organization of American States and the Inter-American Commission of Human Rights.
