Reframing the debate on migration, development and human rights: fundamental elements

During the later part of the 20th century and the beginning of the 21st, the relationship
between migration and development has become a major academic and political issue
encompassing the national, regional and global contexts. So far, the discussion
agenda has been dictated by the governments of the major migrant-receiving northern
countries—primarily the United States and the European Union—and implemented by some key international organizations like the World Bank (WB). These bodies define the topics that determine the course of international and regional forums, policy design, and research financing.
