dc.description.abstract | En la segunda mitad del siglo XX, el sistema político peruano sufrió dos golpes de Estado que modificaron la estructura del mismo y las relaciones entre los grupos de poder, en 1968 y en 1993. El primero fue encabezado por el ejército y el segundo por el entonces presidente Alberto Fujimori. En dichas décadas se alternaron gobiernos encabezados por Generales y por civiles, tanto de ideologías de izquierda como de derecha. Ambos serán analizados en este artículo como punto de partida para comprender la complejidad de una sociedad en donde las clases indígenas habían sido históricamente marginadas, al privilegiarse la inversión de capitales extranjeros que se enriquecieron a costa de la población dedicada a las actividades agrícolas y mineras a quienes además se les negaba el derecho al voto. En este periodo se redactaron las Constituciones Políticas de 1979 y de 1993, esta última continúa vigente, las cuales establecieron entre otros puntos, la reelección presidencial consecutiva, la segunda vuelta electoral y el sufragio universal sin distinción de género o raza. El artículo también revisa la polarización de las dos fuerzas políticas presentes en Perú en estos primeros años del siglo XXI, el fujimorismo y el antifujimorismo. | |
dc.description.abstract | In the second half of the XXth century, the Peruvian political system suffered two coups d'état that modified his structure and the relations between the groups of power, in 1968 and 1993. The first one was headed by the army and the second one for the president of that time Alberto Fujimori. In the above mentioned decades governments headed by Personal details were alternated and for civil, so much of ideologies of left as of right. Both will be analyzed in this article as starting point to
understand the complexity of a society where the indigenous classes had been alienated historically, after there was privileged the investment of foreign capitals that prospered at the cost of the population dedicated
to the agricultural and mining activities to who also one was denying the right to vote to them. In this period there were written the Political
Constitutions of 1979 and of 1993, the last one continues currently, which established between other points, the consecutive presidential reelection, the electoral second round and the universal suffrage without distinction of genre or race. The article also checks the polarization of two present political forces in Peru in these first years of the XXIst century, the fujimorismo and the anti fujimorismo | |
