This paper aims to reflect on public communication and cultural diversity. Therefore, it is going to be investigate how the theme of cultural diversity is present in the communicative practices of public organizations of the cultural area of Frederico Westphalen (Secretariat Municipal of Education and Culture, Municipal Library and Municipal Museum), as well as to analyze the public perception of the institutions around. The justification of the work is anchored in the social values and commitments of public communication, especially with regard to diversity, plurality of ways of life and democracy. Public communication, in these terms, necessarily encompasses questions about cultural diversity, and public bodies dedicated to culture must perceive and contemplate in their actions and discourses society as a diverse body. The general objective of the research is to understand how the managers of the cultural organs and the people who are contemplated by the cultural activities of these organs perceive the cultural diversity. Specific objectives, in turn, include: identifying how Frederico Westphalen public cultural bodies contribute, contemplate and include cultural diversity in their public communication activities; understand the perception of the public through the activities of public communication promoted by government institutions; tensing the normative theory of public communication with empirical data about the municipality of Frederico Westphalen. The research is characterized as descriptive and explanatory (GIL, 2018), besides addressing the bibliographic research (2011) and the realization of two movements. The first empirical movement involves conducting semi-structured interviews with the communication managers of each public cultural body, as well as an analysis of a cultural cartography already carried out in the municipality (LISBOA, et.al, 2016). While the second will be based on quantitative questionnaires about cultural diversity, to be applied to the public of the researched municipality. Methodological movements will be analyzed to: in the first movement, understand how public communication views cultural diversity; In the second, we analyze the set of these cultural practices from the perspective of the public, observing how they perceive the inclusion and actions of cultural diversity of the investigated bodies. It is identified from this research that there is a little cultural inclusion in the municipality, due to the non-inclusive thinking of both public agencies and the population itself.
