Políticas públicas e o processo de inclusão de alunos com necessidades educacionais especiais no sistema municipal de ensino de São Borja/RS

This article is a result of a search conducted at the level of specialization, "Special Education-Deficit Cognitivo and Education of the Deaf." The objectives of this article dealing with verifying public policies of Special Education of the Borough of San Borja / RS and the stock inclusive education implemented by the Secretary of Education and meet international policies, national and local guaranteeing the right to education for people with needs special education, and check public policies of the municipality of Special Education and identify actions educational inclusive implementas by the Secretary of Education. The work is a reading of legislation concerning the development of special education, starting by the Declaration of Salamanca/1994 internationally, Constitution Federal/88 and Law of Guidelines and Bases/96 nationally and Organic Law Municipal/1991 and Plan Career of the Magisterium Public Municipal/1990. The methodology used was desk research, he is a careful reading of the documents located seeking public policies relating to this type of education. The actions taken by the council show that much has been done but there is still a long way to be traveled, it can also be observed that at the municipal level, little is recorded on the actions implemented by the Secretary of Education. As results may be pointing that the Special Education now is viewed with a perspective of inclusion, teachers are receiving training and assistance of the multidisciplinary team. The special education classes no longer exist, and the Special School serves only those more severe cases that the common school still does not feel able to take and the halls of resources are well equipped and running in most municipal schools.
