Gestión y transformación en ciudades patrimoniales intermedias. Estudio de caso Honda, Tolima (1977 y 2010)

Abstract

El presente trabajo está enfocado en la incidencia del turismo como herramienta de gestión patrimonial en la ciudad de Honda, por lo que la referencia a la zona configurada como patrimonio histórico, se hace simplemente para entender la dinámica con que se ha desarrollado el resto de la ciudad desde el punto de vista puramente urbanístico, después de la implementación del Decreto 1192 de 1977, que separa el centro histórico del resto de ciudad, especialmente en los ámbitos turístico y de planeación urbana. Este trabajo propone identificar las transformaciones urbanas que se presentan a partir de la incorporación del turismo como estrategia de la gestión contemporánea del patrimonio en Honda, en dos momentos: 1977 y 2010, que corresponden a la primera declaratoria de su Centro Histórico y al crecimiento exponencial del turismo en la ciudad. Para ello, se realiza un análisis cartográfico, que permite analizar aspectos como el crecimiento urbano, usos del suelo, mercado turístico, entre otros. El análisis se complementa con técnicas cualitativas y cuantitativas que permiten entender el fenómeno desde otras perspectivas. Este análisis demostró que el turismo ha logrado transformar el territorio más contundentemente que cualquier otra forma de gestión patrimonial. Aunque no representa un cambio en la estructura urbana, sí empieza a ser evidente en la estructura de propiedad del CH, así como en la estructura de usos, la ampliación de la oferta hotelera y el surgimiento de redes de emprendimiento local que responden a un turismo, no de masas, sino mucho más puntual y de pequeña escala, que ha permeado en todo el territorio, Lo cual se ve reflejado en las dinámicas de desarrollo urbano que han determinado la evolución de la ciudad, sin mediar consideraciones con el CH, o más bien, manteniéndolo al margen de las mismas. The present work is focused on the incidence of tourism as a heritage management tool in Honda city. The reference to the area configured as historical heritage is made simply to understand the dynamics with which the rest of the city has developed from a purely urban point of view, after the implementation of Decree 1192 of 1977, which separates the historic center from the rest of the city, especially in the areas of tourism and urban planning. This work proposes to identify the urban transformations that occur from the incorporation of tourism as a strategy of contemporary heritage management in Honda, in two moments: 1977 and 2010, which correspond to the first declaration of its Historic Center and the exponential growth of tourism in the city. For this, a cartographic analysis is carried out, which allows analyzing aspects such as urban growth, land use, tourism market, among others. The analysis is complemented with qualitative and quantitative techniques that allow us to understand the phenomenon from other perspectives. This analysis showed that tourism has managed to transform the territory more forcefully than any other form of heritage management. Although it does not represent a change in the urban structure, it is beginning to be evident in the ownership structure of the HC, as well as in the structure of uses, the expansion of the hotel offer and the emergence of local entrepreneurship networks that respond to tourism, not mass, but much more punctual and small-scale, which has permeated the entire territory, which is reflected in the dynamics of urban development that have determined the evolution of the city, without mediating considerations with the HC, or rather, keeping him out of them.
