Resumen
This paper aims to identify the public administration elements that unchained the cooptation of the 26th street procurement. Making use of Klitgaard’s theory about corruption, it is proposed that the presence of a monopoly power, a high discretion of public officers and low accountability explain the submission of the organization in charged of procuring the construction of the 26th street. Through the risk management methodology this case study rebuilds the organization context to identify the menaces and weakness that explain the submission of this public procurement office.
