Regulación del servicio público de acueducto en Colombia : una mirada reflexiva desde el punto de vista normativo e institucional

Abstract

The regulatory framework of the aqueduct SPD in Colombia is efficient in relative terms, likewise, there is no autonomous and independent CRA, a situation that leads to serious distortions contained in the regulatory provisions issued by this body. Consequently, the institutional scheme requires changes that allow us to correct the weaknesses invoked in this investigation. therefore, it is pertinent to resort to the replication of good practices and to advance in the creation of a single body where the functions of regulation, monitoring and control are concentrated in order to avoid collision and duplication of functions, generating inefficiency in the scheme of regulation and excessive public spending.
