Fox) governorship, social policy, which has self defined as inclusive and equitable with in a frame of a government self denominated as a change one, not just because of power alternance, also because its pretension of being a wider vision of development government, which is translated in "new" strategies for reaching democracy, equality, social justice and a general well-being for the society. The objective is to analyze possibilities and limitations of a truly change, which could contribute, in a more wide sense, with an improvement of life quality, challenges are everyday higher because of increase in poverty levels, unemployment and human rights violation.
