Se realizó un diagnóstico basado en la información dada  por El Consejo Nacional de Política Económica y Social CONPES, el (DANE) y la Ley 191 de 1995, quien deja claro las situaciones que se está viviendo en estas regiones de fronteras en la parte: de Salud, social, político, económico, cultural y financiero las cuales se encuentran deterioradas además de observarse falta de profundización  en la cultura y en la interculturalidad en donde hay que reconstruir a una sociedad sometida al abandono del estado. La metodología se soportó con base en la información suministrada por el DANE, para el año 2013, así mismo, se tomó la documentación del CONPES 3085 del año 2014, y Documento base Plan Fronteras para la Prosperidad, bajo la ley 191 de 1995. En el desarrollo de la temática se desprenderán dos temas importantes: La Cultura o la Interculturalidad en la Frontera y Resignificación de la frontera como un problema de estado y gobernabilidad. De igual manera se proponen estrategias y acciones para cambiar las situaciones en las fronteras teniendo en cuenta las propuestas por el autor y por la información dada por el CONPES. Se concluye sobre la intención de promover la consideración de la riqueza étnico-cultural de las fronteras y la protección especial que merecen estas comunidades Consolidación de procesos de integración cultural binacional. Finalmente, implementar una política diferencial para estos pueblos o comunidades para fortalecer los vínculos binacionales de nuestra frontera.This article analyzes the investigative work of the state against the problems identified on the Colombian-Venezuelan borders, making a diagnosis based on the information given by the National Council for Economic and Social Policy CONPES, the National Administrative Department of Statistics (DANE) and Law 191 of 1995, which makes clear the situations that are being lived in these border regions in the part: Health, social,political, economic, cultural, financial, are deteriorated and making an analysis of the document and a statistical analysis From the data released by DANE, there is a lack of deepening in culture and interculturality where a society subject to state abandonment must be rebuilt. Similarly, strategies and actions are proposed to change border situations taking into account the proposals by the author and by the information given by CONPES. It concludes on the intention to promote the consideration of the ethnic-cultural wealth of the borders and the special protection that these communities deserve.
