Las exoneraciones como beneficio fiscal en el régimen de zonas libres y su relación con la generación de empleo

Resumen
Honduras ha considerado que es de conveniencia nacional aprovechar su posición geográfica en el área Centroamericana y del Caribe para brindar facilidades al comercio e industria nacional e internacional, mediante el establecimiento de Zonas Libres, trayendo beneficios al país, especialmente con la generación de empleo. Pertenecer a una Zona Libre significa estar exentos del pago de impuestos arancelarios, cargos, recargos, derechos consulares, impuestos internos, de consumo y demás impuestos y gravámenes que tengan relación directa o indirecta con las operaciones aduaneras de importación y exportación. La Secretaria de Estados en los Despachos de Finanzas otorga anualmente estos beneficios mediante Certificación de Exoneración a las empresas incorporadas en el régimen de Zonas Libres, dejando de percibir el Estado de Honduras entre el año 2017-2018 diez mil ochocientos diecisiete millones de lempiras (L.10,817,000,000.00). Por este motivo hemos desarrollado este estudio para entender si el gasto tributario que se está obteniendo en el país es compensado por las empresas incorporadas en ZOLI. Honduras considers that it is of national interest to take advantage of its geographical position in the Central American and Caribbean area to provide facilities to national and international trade and industry, through the establishment of Free Zones, bringing benefits to the country, especially with the generation of employment. Belonging to a Free Zone means being exempt from the payment of customs duties, charges, surcharges, consular fees, internal taxes, consumption and other taxes and charges that have a direct or indirect relationship with the customs operations of import and export. The Secretary of States in the Finance Offices annually grants these benefits through Certification of Exemption to companies incorporated in the Free Zones regime, and the State of Honduras does not receive ten thousand light hundred seventeen million (2017-2018), (L.10,817,000,000.00). For this reason, we have developed this study to understand if the tax expense that is being obtained in the country is compensated by the companies incorporated in ZOLI.
