La presente investigación se realizó con el objetivo de analizar la metodología PEC de los proyectos de infraestructura educativa del programa PROMINE, debido a que actualmente dicho programa está realizando una enorme aporte al país mediante a la intervención de los centros educativos en el interior. La metodología PEC consiste en el desarrollo de los proyectos de infraestructura por las comunidades debidamente organizadas, donde estos administran los fondos de una manera responsable, con el apoyo de las alcaldías municipales correspondientes como ente responsable y el IDECOAS FHIS como ente asesor y administrador de los fondos. Actualmente los proyectos desarrollados con esta metodología presentan un alto grado de éxito dentro de las comunidades donde se realizan, pero a través de la implementación de la metodología de la dirección de proyectos en el área de gestión de calidad y recursos humanos, mejoraría el desempeño de los mismos, la cual fue expresado por el grupo de expertos analizados. Con la implementación de la gestión de la calidad se obtendría un mayor desarrollo en la calidad de sus proyectos basados en sus propias normas y entregables, principalmente en el área administrativa y en su obra física, mediante la implementación de la gestión de recursos humanos se lograría organizar y administrar de una manera más eficiente a los diferentes actores que participan en el desarrollo de estos proyectos.Nowadays different methodologies have been used in the development of projects, one of them in the PEC methodology, this instrument consists in the development of infrastructural projects managed by the organized communities, where the inhabitants administer the funds in a responsible manner. The community is aided by the corresponding town hall, who is the entity in charge, and the IDECOAS FHIS as an administrative and adviser entity. The present investigation was carried out with the objective of analyzing the PEC methodology used in the educational infrastructural projects from the PROMINE program, based on the fact that this program is carrying out a large contribution in the country through the intervention of educational centers in the interior of the country. The projects developed with this methodology present a high degree of success within the communities where they are carried out, but through the implementation of the methodology the quality management and human resources performance’s would be improve, as it was expressed expert’s focus group. If quality management is implemented within the processes, greater progress is made in the quality of their projects in their own standards and deliverables, mainly in the administrative and physical aspects; through the implementation of human resources management, it would be possible to organize and manage the different actors involved in the development of these projects in a more efficient manner.
