A Administração Pública Municipal, como protagonista na execução da Política Urbana e na construção dos espaços urbanos, deve ater-se tanto ao cumprimento das Funções Sociais da Cidade, consoante disposto pelo art. 182 da Constituição Federal de 1988, como também à execução de suas ações de forma a atender os princípios atinentes à Governança Pública, na denominada “Good Governance”. Neste sentido, este estudo de caso tem como escopo analisar a execução da obra de revitalização da orla de Carinhanha – BA, à luz dos preceitos da Governança aplicados ao setor público brasileiro e às Funções Sociais da Cidade, com enfoque às Funções Sociais de Gestão, tendo ainda como embasamento discussões acerca da revitalização dos espaços urbanos. Para tanto, os métodos adotados na pesquisa foram de natureza aplicada (pesquisa de campo), utilizando uma abordagem qualitativa do problema e dedutiva de raciocínio, dividida em três etapas, sendo a primeira teórica, referente ao levantamento bibliográfico e aparato legal, a segunda de coleta dos dados práticos e a terceira a correlação de todos os dados obtidos nas etapas anteriores de maneira crítica. Como resultados no que diz respeito a boa governança e às funções sociais de gestão da cidade, na execução da obra de revitalização da orla fluvial da cidade, ainda existem inúmeros desafios a serem ultrapassados pelo ente público municipal, sobretudo no que tange os vetores da transparência, participação e accoutability. Ademais, o objetivo de obtenção de “revida” da localidade estudada, inerente ao escopo inicial da obra, não foi constatada.The Municipal Public Administration, as a protagonist in the execution of Urban Policy and in the construction of urban spaces, must stick to both the fulfillment of the Social Functions of the City, as provided by art. 182 of the Federal Constitution of 1988, as well as the execution of its actions in order to meet the principles relating to Public Governance, in the so-called “Good Governance”. In this sense, this case study has the scope to analyze the execution of the revitalization work of the waterfront of Carinhanha - BA, in the light of the precepts of Governance applied to the Brazilian public sector and to the Social Functions of the City, with a focus on the Social Functions of Management, also based on discussions about the revitalization of urban spaces. Therefore, the methods adopted in the research were of an applied nature (field research), using a qualitative approach to the problem and deductive reasoning, divided into three stages, the first being theoretical, referring to the bibliographic survey and legal apparatus, the second collection of practical data and the third the correlation of all the data obtained in the previous steps in a critical way. As a result with regard to good governance and the social functions of city management, in the execution of the revitalization work of the riverfront of the city, there are still numerous challenges to be overcome by the municipal public entity, especially regarding the vectors of transparency. , participation and accountability. Furthermore, the objective of obtaining a “return” from the studied location, inherent to the initial scope of the work, was not verified.
