The present article has the objective of writing about the historical trajectory of the Single System of Social Work's Municipal Users' Forum of Palhoça/Santa Catarina. To achieve this goal, a documental and bibliographic research was carried out on themes related to the universe of the Single System of Social Assistance and social control, through the social participation of users and contributions from the Social Service and workers of Single System of Social Assistance. We highlight the democratic spaces, with a view to the real implementation of the current legislation on social assistance policy, already consolidated as a citizens' right and duty of the State. The article also seeks to reflect on the urgency of highlighting social control, since the political situation and moment require mobilization, resistance, organization and strengthening of civil society collective groups that exercise inspection and control over public and social policies; it is stressed that only with participatory discussions and joint articulation of civil society, workers, management and users of politic can the Single System of Social Assistance be achieved. In this sense, the Single System of Social Work's Municipal Users' Forum of Palhoça, as studied, has been placing itself in the social control and has been contributing strongly for the theme debate and deliberations of pertinent subjects to the consolidation of Single System of Social Assistance in the city of Palhoça.O presente artigo tem como objetivo escrever a trajetória histórica do Fórum Municipal de Usuários do Sistema Único de Assistência Social do município de Palhoça/ Santa Catarina – FMUSUAS - PH. Para alcançar este intento, partiu-se de uma pesquisa documental e bibliográfica acerca de temas relacionados ao universo do Sistema Único Assistência Social - SUAS e do controle social, perpassando pela participação social dos usuários e contribuições do Serviço Social e trabalhadores do SUAS. Ressalta-se os espaços democráticos, com vistas a real efetivação das legislações vigentes sobre a política de assistência social, já consolidada como direito do cidadão e dever do Estado. O trabalho busca refletir também, acerca da urgência de se tratar do controle social, visto que o momento político e a atual conjuntura requerem mobilização, resistência, organização e fortalecimento de coletivos da sociedade civil que exercem poder fiscalizatório e de controle sobre políticas públicas e sociais; salienta-se, que somente com discussões participativas e a articulação conjunta da sociedade civil, trabalhadores, gestão e usuários da política se poderá concretizar o Sistema Único de Assistência Social. Neste sentido, o FMUSUAS/PH, como estudado, vem colocando-se no controle social e contribuindo fortemente para o debate e deliberações de temas pertinentes à consolidação do SUAS no município de Palhoça.
