| dc.description | In the light of a broad discussion about the negotiations of collective work in Brazil
and the movement of the introduction and expansion of the automobile industry in the
country, in this dissertation we examine the course of collective negotiation in our part of an
automobile plant established in the city of Catalão, in the State of Goiás. This study shows
how the process of collective negotiation started and how it was carried out on a greenfield,
that is, a region with no manufacturing tradition.
The research is a case study limited mainly to reveal new facts, namely: (i) The
emergence of a local union led to a greater commitment to the employees of the automotive
sector in Catalão? (ii) What were the main influences on the completion of the first Collective
Agreement between the labor union and the company? (iii) What were the changes within the
thematic scope of collective instruments before and after the imposition of a local union?
What does the history of negotiations between the union and the company reveal in relation to
the thematic scope of the agreements? Did the Collective Negotiations between the labor
union and the company managed to create additional rules regarding the extensive legislation
that governs employment relationships in Brazil? Were the agreements used by employers to
adjust the rules to their own interests? The study of collective negotiations between
Mitsubishi Motors Corporation and the labor union of the Indústrias Metalúrgicas Mecânicas
e Material Elétrico in Catalão aims to answer these questions.
Our analysis will provide support for the argument that the establishment of a local
labor union had contributed to the increase the representativeness of Mitsubishi workers, in
relation to what happened before, since there was support for the establishment of new
offices, such as Força Sindical and the Confederação Nacional dos Trabalhadores
Metalúrgicos (Labor Union Force and the National Confederation of Metallurgical Workers),
which are really committed to the demands of workers; there had been an expansion of the
magnitude of many benefits over the time, although the thematic scope had not changed much
among the agreements; there had been an expansion of the set of additional rules to the
existing legislation in relation to the set of not additional rules; in addition to that, the space
for employers to adjust the rules to their own interests had been reduced. | |

| dc.description | À luz de uma ampla discussão acerca das negociações coletivas de trabalho no Brasil e
do movimento de introdução e expansão da indústria automobilística no País, analisa-se nesta
dissertação o curso das negociações coletivas no âmbito de uma montadora de veículos
instalada no município de Catalão, no Estado de Goiás. Este estudo permitirá verificar o modo
como nasceu e se realizou o processo de negociação coletiva em um greenfield, isto é, uma
região sem tradição manufatureira.
A pesquisa é um estudo de caso cingido, fundamentalmente, a evidenciar novos fatos,
a saber: (i) O surgimento de um sindicato local implicou um maior comprometimento com os
trabalhadores do setor automotivo de Catalão? (ii) Quais foram as principais influências sobre
a realização do primeiro acordo coletivo entre o sindicato e a empresa? (iii) Quais as
modificações no escopo temático dos instrumentos coletivos antes e após a instituição de um
sindicato local? O que o histórico das negociações entre o sindicato e a empresa revela em
relação ao escopo temático dos acordos? As negociações coletivas entre o sindicato e a
empresa conseguiram criar regras adicionais em relação à vasta legislação que regula as
relações de emprego no Brasil? Os acordos foram utilizados pelos empregadores para o ajuste
de regras de seu interesse? O estudo das negociações coletivas entre a Mitsubishi Motors
Corporation do Brasil LTDA. e o Sindicato dos Trabalhadores nas Indústrias Metalúrgicas
Mecânicas e Material Elétrico de Catalão objetiva responder esses questionamentos.
A análise deverá dar suporte à tese de que a instituição de um sindicato local
possibilitou maior representatividade aos trabalhadores da Mitsubishi, em relação ao que
ocorria antes, pois: houve o apoio de novas representações, como a Força Sindical e a
Confederação Nacional dos Trabalhadores Metalúrgicos, realmente comprometidas com as
demandas dos trabalhadores; houve ampliação da magnitude de muitos benefícios ao longo do
tempo, ainda que o escopo temático pouco tenha se alterado entre os acordos; houve
ampliação do conjunto de regras adicionais às vigentes na legislação relativamente ao
conjunto de regras não adicionais, e ainda foi reduzido o espaço dos empregadores ao ajuste
de regras de seu interesse. | |
