| dc.description | This work examines the meanings of the political demands of some social subjects of
underserved neighborhoods in the city of Montes Claros-MG, forwarded to the Government
through collective petitions, individual requests and transgressive actions. The focus is the
identification of applicants, their strategies for claiming social rights and the contradictions of
their forms of political participation. The overall objective was to understand the extent to
which the claimants establish new forms of struggle for their social rights and citizenship in a
context that, to some extent, still reproduces the culture of donation and reciprocity in politics
between dissimilar subjects. For the analyses were used sources of local history and
documents such as collectivepetitions, individual requests, printed and online newspapers,
combined with oral depositions obtained directly from the claimant subjects. Specifically, the
analyses emphasize the process of social and spatial segregation of some segments of
impoverished classes which, because of the scarcity of political and economic resources,
began to occupy areas furthest from the central region, without access to equipment of
urbanization and ill-health and education services. The analyses are demonstrating how those
segments found a proper way of inserting themselves in urban space, occupying vacant lots,
building houses, taking care of children and guaranteeing them access to schools. It was noted
that, despite the adverse socioeconomic situation experienced by impoverished population
from the city of Montes Claros, the analyzed groups were not apathetic and missing in face of
the serious social problems. It was found that their struggles for rights were held through
meetings in halls of churches and other social spaces, by the elaboration of formal documents,
by using creative and unforeseen rhetoric, by individual or collective questioning of agents
fromthe public authorities, by transgressive and even violent actions, among other strategies
of claiming. Through this study, it was possible to conclude that, in Montes Claros, MG, there
are social subjects who fight and resist against entrenched political practices and establishes
other forms of integration into local political culture. | |

| dc.description | O presente trabalho analisa os sentidos das demandas políticas de alguns sujeitos sociais de
bairros carentes da cidade de Montes Claros MG, encaminhadas ao poder público por meio
de abaixo-assinados, pedidos individuais e ações transgressivas. Estão em foco a identificação
dos sujeitos demandantes, suas estratégias de reivindicação de direitos sociais e as
contradições de suas formas de participação política. O objetivo geral foi compreender em
que medida os demandantes instituem novas formas de luta por seus direitos sociais e por
cidadania em um contexto que, em certa medida, ainda reproduz a cultura da dádiva e da
reciprocidade na política entre sujeitos desiguais. Para as análises foram utilizadas fontes
bibliográficas da história local e documentos, como abaixo-assinados, pedidos individuais,
reportagens de jornais impressos e online, combinadas com depoimentos orais obtidos
diretamente com os sujeitos demandantes. Especificamente, as análises enfatizam o processo
de segregação social e espacial de alguns segmentos das classes empobrecidas que, em função
da escassez de recursos econômicos e políticos, passaram a ocupar áreas mais afastadas da
região central, sem acesso a equipamentos de urbanização e com precários serviços na saúde e
educação. As análises prosseguem demonstrando como esses segmentos encontraram meios
próprios de inserção no espaço urbano, ocupando lotes vagos, construindo residências,
cuidando dos filhos e garantindo-lhes acesso às escolas. Constatou-se que, apesar da situação
socioeconômica adversa vivenciada pela população empobrecida da cidade de Montes Claros,
os grupos abordados não se mantiveram apáticos e omissos diante de problemas sociais
graves. Verificou-se que suas lutas em busca de direitos realizaram-se por intermédio de
reuniões em salões de igrejas e outros espaços sociais, pela formulação de documentos
formais, pelo uso de retórica criativa e imprevista, pela interpelação individual ou coletiva dos
agentes do poder público, por ações transgressivas e até violentas, entre outras estratégias de
reivindicação. Com isso, foi possível concluir que, em Montes Claros, MG, encontram-se
sujeitos sociais que lutam e resistem contra práticas políticas arraigadas, instituindo outras
formas de inserção na cultura política local. | |
