The global economic crisis demanded from the States the resumption of a planned intervention. In Brazil, regional development planning agencies reappear, including SUDAM, recreated in 2007 with the competence to strengthen the articulation and planning of public policies in the Amazon. But since the beginning, this agency alleged that it often lacks resources, which would make it difficult to carry out its duties. The analysis of the autarchy’s management report for the period 2008-2019 shows that, although there are several resources, the most alleged (budget) is not so insufficient. It also shows that the agency’s main competence – planning – is warmed by another insufficiency, this one is hidden: that of complying with the legal provision relating to the social planning process and the approval of the regional plan. The purpose of the research is to elucidate how the portfolios affected by SUDAM managed to execute their competences, while its objective is to explain and demonstrate that, in the period under analysis, regional planning was the mainly affected by the “insufficiency” of compliance with legislation. The research methodology is document analysis (of the law that created SUDAM and its management reports) in the light of Francisco de Oliveira’s theoretical-methodological conceptions and Discourse Analysis. The research results showed that the legal competence of greater weight is the most supported, but not by the most prominent coverage in the management reports, but by another unspoken in the reports. Finally, the study suggests interventions to overcome the identified factors, seeking to avoid the failure of regional planning in the Amazon.A crise econômica mundial exigiu dos Estados a retomada da intervenção planejada. No Brasil, ressurgem os órgãos de planejamento do desenvolvimento regional, entre eles, a SUDAM, recriada em 2007 com a competência de fortalecer a articulação e o planejamento das políticas públicas na Amazônia. Desde sua origem, o órgão alega frequente insuficiência de recursos, o que dificultaria a execução de suas competências. A análise dos relatórios de gestão da autarquia, no período de 2008-2019, mostra que, embora haja insuficiência de vários recursos, o mais alegado (orçamento) não é tão insuficiente. Evidencia também que a principal competência do órgão – o planejamento – é afetada por outra insuficiência, esta ocultada: a de cumprimento de dispositivo legal relativo ao processo social de planejamento e à aprovação do plano regional. O problema da pesquisa é elucidar de que forma as insuficiências sofridas pela SUDAM afetam a execução de suas competências, ao passo que seu objetivo é explicar e demonstrar que, no período em análise, o planejamento regional foi o principal afetado pela “insuficiência” de cumprimento da legislação. A metodologia da pesquisa é a análise documental (da lei que criou a SUDAM e de seus relatórios de gestão) à luz das concepções teórico-metodológicas de Francisco de Oliveira e da Análise do Discurso. Os resultados da pesquisa demonstram que a competência legal de maior peso é a mais afetada, mas não pela insuficiência mais destacada nos relatórios de gestão, e sim por outra não dita nos relatórios. Por fim, o estudo sugere intervenções para superação das insuficiências identificadas, buscando evitar a falência do planejamento regional na Amazônia.SUDAM - Superintendência do Desenvolvimento da Amazônia
