Resumen
This dissertation aims to understand how professional education was configured in Rio Grande do Norte between 1908 and 1957. And as specific objectives: to map the deliberations for the professional education in the regiments, laws and decrees of the RN; Identify state actions related to vocational education; Mapping the professional schools, considering the social and historical context that were created. In this sense, the following questions emerged: How is professional education mentioned in the legislations of the RN from 1908 to 1957? What are the types of actions of the NB in relation to vocational education in the period? How were professional schools organized by the RN State? What are the state's interests in implementing vocational schools? Were there disparities between the capital and the other municipalities of the RN? For this purpose, the methodology of documentary analysis was used by mapping the decrees, legislations and messages of the governors of the temporal cut in study, from the perspective of the qualitative approach for data analysis. The mapping carried out also considered the following aspects: the temporal cut, the number of documents and the signs of creation of Professional Schools or courses. Thus, this dissertation is inserted in the field of professional education based on the conception of Silvia Manfrendi, in the dimension of the political history of Ren? Remond (2003), in the understanding of historical research of R?sen (2010), sources of Jos? d'Assun??o Barros 2010), and Arostegui's (2006) documentary analysis, in Ginzburg's (1991) approach to the investigation of evidence of professional teaching in the documents and in the field of the history of professional education. Of the 492 (four hundred and ninety-two) documents analyzed, it was evidenced that the strategies of the State of the RN regarding vocational education were through initiatives such as: the creation of schools, courses and subsidies. Among the actions of the State of the RN were the creations of institutions aimed at professional education, namely: Escola Normal de Natal, School of Music (through reorganization), Escola Normal de Mossor?, Professional School of Alecrim, School of Pharmacy and Dentistry , Worker School, School of Social Work, Faculty of Law, Agricultural School of Jundia?, Faculty of Medicine, School of Philosophy, Science and Letters of Natal, School of Engineering of Natal. Other initiatives of the RN State concerning vocational education were the creations of courses in agronomy, zootechnics, agricultural surveying, fine arts, industrycommerce, elementary primary (handicrafts, industrial-agricultural apprenticeship). Therefore, the present study intends to contribute to research on the history of education thematic. As well, contribute to new debates for the history of professional education norte-rio-grandense. Essa disserta??o tem como objetivo geral compreender como se configurou o ensino profissional no Rio Grande do Norte entre o per?odo de 1908-1957. E como objetivos espec?ficos: mapear as delibera??es para o ensino profissional nos regimentos, leis e decretos do RN; identificar as a??es estaduais referente ao ensino profissional; mapear as escolas profissionais, considerando o contexto social e hist?rico que foram criadas. Nesse sentido, surgiram as seguintes indaga??es: Como o ensino profissional ? mencionado nas legisla??es do RN no per?odo de 1908 a 1957? Quais os tipos de a??es do RN frente ao ensino profissional no per?odo citado? De que forma as escolas profissionais foram organizadas pelo Estado do RN? Quais interesses do Estado ao implementar as escolas profissionais? Existiram disparidades entre a capital e os demais munic?pios do RN? Para tanto, utilizou-se a metodologia da an?lise documental por meio do mapeamento dos decretos, das legisla??es e mensagens dos governadores do recorte temporal em estudo, na perspectiva da abordagem qualitativa para an?lise dos dados. O mapeamento realizado considerou ainda os seguintes aspectos: o recorte temporal, a quantidade de documentos e os ind?cios de cria??o de Escolas Profissionais ou cursos. Assim, essa disserta??o se insere no campo da educa??o profissional baseada na concep??o de Silvia Manfrendi (2002), na dimens?o da hist?ria pol?tica de Ren? Remond (2003), no entendimento de pesquisa hist?rica de R?sen (2010), de fontes de Jos? d?Assun??o Barros (2010) e de an?lise documental de Arostegui (2006), na abordagem do m?todo indici?rio de Ginzburg (1991), com vistas ? investiga??o dos ind?cios de ensino profissional nos documentos e no dom?nio da hist?ria da educa??o profissional. Dos 492 (quatrocentos e noventa e dois) documentos analisados evidenciou-se que as estrat?gias do Estado do RN referente ao ensino profissional foram atrav?s de iniciativas como: a cria??o de escolas, cursos e subven??es. Dentre as a??es do Estado do RN foram identificadas as cria??es de institui??es voltadas ao ensino profissional, a saber: Escola Normal de Natal, Escola de M?sica (atrav?s da reorganiza??o), Escola Normal de Mossor?, Escola Profissional do Alecrim, Escola de Farm?cia e Odontologia, Escola Oper?ria, Escola de Servi?o Social, Faculdade de Direito, Escola Agr?cola de Jundia?, Faculdade de Medicina, Faculdade de Filosofia, Ci?ncia e Letras de Natal, Escola de Engenharia de Natal. Outras iniciativas do Estado do RN referentes ao ensinoprofissional foram as cria??es dos de cursos de agronomia, zootecnia, agrimensura, belas artes, ind?stria, com?rcio, prim?rio elementar (artesanato, aprendizagem industrial-agr?cola). Diante disso, pretende-se com o presente estudo contribuir para as pesquisas referentes ? tem?tica da hist?ria da educa??o; como tamb?m, contribuir para novos debates para a hist?ria da educa??o profissional norte-rio-grandense.
