Crianças e adolescentes são sujeitos de direitos, por vezes expostos a condição de vida precarizada, vinculada ao desenvolvimento gerador de desigualdades e pelas mudanças nas estruturas históricas de "guarda", "tutela" e "responsabilidade", ora exercida pela família, ora por instituições. O propósito do presente estudo é analisar a atuação dos conselhos tutelares (CTs) do Distrito Federal perante as demandas relativas ao direito à saúde de crianças e adolescentes. O passo inicial é descrever o caráter mediador nas ações dos conselhos tutelares para fins de garantia e efetivação dos direitos à saúde de crianças e adolescentes das diferentes regiões administrativas do Distrito Federal. Em seguida, discorrer sobre o papel de articulação intersetorial realizado pelos CTs para prevenção, proteção e promoção da saúde. E, por último, discutir o saber e poder institucional do Conselho Tutelar enquanto órgão mediador de acesso à saúde no território. Mediante abordagem qualiquantitativa do objeto da dissertação, espera-se contribuir para a qualificação das diretrizes de governo da Secretária de Estado responsável por políticas públicas para crianças, adolescentes e juventude no Distrito Federal, ao apresentar subsídios úteis para a atuação dos CTs e recomendações para novos estudos em torno da política em foco.Children and adolescents are subjects of rights, sometimes exposed to precarious living conditions, linked to the development of inequalities, and by changes in the historical structures of "guardianship", "guardianship" and "responsibility", sometimes exercised by the family, sometimes institutions. The purpose of the present study is to analyze the actions of the Tutelary Councils of the Federal District before the demands related to the right to health of children and adolescents. The initial step is to describe the mediator character in the actions of the Guardianship Council for purposes of guaranteeing and effecting the rights to the health of children and adolescents of the different administrative regions of the Federal District. Then, measure the degree of intersectoral articulation carried out by the Tutelary Councils for prevention, protection and health promotion. And, finally, to discuss the institutional knowledge and power of the Guardianship Council as mediating body of access to health in the territory. Through a qualitative approach to the subject of the dissertation, it is hoped to contribute to the qualification of the guidelines of government of the Secretary of State for Policies for Children, Adolescents and Youth of the Federal District, presenting useful subsidies for the work of the Tutelary Councils and recommendations for new studies around the theory in focus.
