O artigo aborda o tema da cobertura universal, contrapondo-o à noção já consolidada de sistemas públicos universais numa perspetiva jurídica e sanitária. Apresenta uma síntese histórica sobre o assunto, além de evocar o processo pelo qual as políticas públicas de saúde são concebidas, tanto no seu viés universal e público, quanto na opção dualista. Situa a saúde como direito humano fundamental e aponta para mudança no sentido de consagrar a proposta de “cobertura universal”, adotada pela Assembleia Geral da Organização das Nações Unidas, em 2012. Finaliza sobre as críticas e os potenciais riscos do abandono dos sistemas públicos universais para a adoção de proposta diversa. This essay is about the universal coverage, contrasting it to the wellestablished notion of universal public systems on a legal and health perspective. It offers a historical overview of the subject, and discuss the process by which public health policies are designed, in its both in its universal and public conditions and it’s the dualistic option. Situates health as a fundamental human right and points to the recent change to establish the proposed "universal coverage" suggested by the General Assembly of the United Nations in 2012. It closes with a critical view and alerts to the potential risks of the quitclaim the universal public systems to adopt different proposals.
