<p>Esta investigación tiene como propósito diseñar, elaborar y proponer lineamientos que sirvan para mitigar la problemática de la gestión documental en el área administrativa de la entidad distrital denominada Fondo de Prestaciones Económicas, Cesantías y Pensiones — FONCEP durante los meses de duración de la pandemia de COVID-19 en los años 2020 y 2021. Para lograr que esta propuesta tuviera un desarrollo técnico y científico aplicable en la realidad, el trabajo se ha basado en los enunciados teóricos de reconocidas autoridades en la materia como los profesores Cruz Mundet, Antonia Heredia y Aída Luz Mendoza, entre otros estudiosos, buscando que el conocimiento desarrollado en sus investigaciones sirviera de guía para delinear y enunciar los objetivos específicos de este trabajo. De esta manera se procuró que los objetivos permitieran identificar y caracterizar las problemáticas institucionales y técnicas que mayor contribución tuvieron en la desviación y quiebre de los principios archivísticos que componen la correcta gestión documental; y que contribuyeran en la identificación de las falencias que eventualmente pudiera tener la entidad en relación con el quehacer archivístico en el área administrativa durante el periodo señalado. La metodología para lograr los objetivos de este trabajo fue desarrollada teniendo como base un enfoque cualitativo de tipo descriptivo, cuyo resultado espera contribuir con una propuesta de lineamientos apropiados cuya implementación debe servir para garantizar un manejo técnico y adecuado de la gestión documental.</p>The purpose of this research is to design, develop and propose guidelines that serve to mitigate the problem of document management in the administrative area of the district entity called Fund for Economic Benefits, Layoffs and Pensions - FONCEP during the months of the COVID-19 in the years 2020 and 2021. In order for this proposal to have a technical and scientific development applicable in reality, the work has been based on the theoretical statements of recognized authorities in the field such as Professors Cruz Mundet, Antonia Heredia and Aida Luz Mendoza, among other scholars, seeking to the knowledge developed in their research served as a guide to delineate and state the specific objectives of this work. In this way, it was sought that the objectives would allow the identification and characterization of the institutional and technical problems that had the greatest contribution in the deviation and breakdown of the archival principles that make up the correct documentary management; and that they contribute to the identification of the shortcomings that the entity could possibly have in relation to the archival work in the administrative area during the indicated period. The methodology to achieve the objectives of this work was developed based on a qualitative approach of a descriptive type, the result of which is expected to contribute with a proposal of appropriate guidelines whose implementation should serve to guarantee technical and adequate management of document management.
