Efectividad en las medidas para combatir el hurto de teléfonos celulares en Colombia

Abstract

La presente investigación tiene como fundamento realizar un estudio con el fin de establecer si las medidas tomadas por la administración son satisfactorias para evitar el hurto de terminales móviles en Colombia. Para tal fin, se realizará un recuento histórico del nacimiento de la telefonía celular, así como la implementación del número IMEI (International Mobile Equipment Identity) en los terminales móviles, su estructura y su uso en las redes de telefonía (CDMA, GSM y satelital). Además, se realizará una reseña de todas las medidas de seguridad contempladas por los fabricantes de terminales móviles y los requerimientos establecidos por las autoridades internacionales para tal fin. En el mismo sentido, se efectuará un estudio de la maquinaria criminal dedicada al hurto de celulares (cadena de valor), sus etapas e intervinientes, así como una reseña de las herramientas utilizadas a nivel global frente al hurto de terminales móviles, las medidas implementadas en Colombia y sus resultados, todo esto para concluir las medidas han sido efectivas y si las mismas son susceptibles de mejoras.

The present investigation is based on carrying out a study in order to establish if the measures taken by the administration are satisfactory to prevent the theft of mobile terminals in Colombia. For this purpose, a historical account of the birth of cell phones will be carried out, as well as the implementation of the IMEI number (International Mobile Equipment Identity) in mobile terminals, its structure and its use in telephone networks (CDMA, GSM and satellite). ). In addition, there will be a review of all the security measures contemplated by the manufacturers of mobile terminals and the requirements established by the international authorities for this purpose. In the same sense, a study will be carried out on the criminal machinery dedicated to the theft of cell phones (value chain), its stages and participants, as well as a review of the tools used globally against the theft of mobile terminals, the measures implemented in Colombia and its results, all this to conclude the measures have been effective and if they are susceptible to improvements.
