Trabajo de reflexión académica y política que pretende aportar desde la producción de nuevo conocimiento al entendimiento y comprensión histórica de las violaciones de Derechos Humanos cometidas por agentes del Estado -Fuerzas Armadas, Policía, Gaula, Inteligencia: DAS, F2, B2 y los grupos paramilitares- en el departamento de Caldas. El documento está estructurado en cuatro capítulos: El primer capítulo presenta aportes teóricos y metodológicos para la comprensión histórica de los Crímenes de Estado en Caldas; el segundo capítulo profundiza en avances hacia una caracterización de la criminalidad estatal en el departamento de Caldas; el tercer capítulo desarrolla cuatro estrategias que han garantizado la impunidad de la criminalidad estatal en Caldas; y el capítulo cuatro propone la necesidad de un diálogo público y deliberativo sobre presuntos responsables de Crímenes de Estado, y algunas reflexiones finales. La metodología de la investigación se fundamenta desde el enfoque cualitativo y el paradigma crítico social, las principales técnicas utilizadas fueron: gestión, procesamiento y análisis de fuentes secundarias de información; revisión documental; y reflexión analítica.eng:State Crimes and Transitional Justice in Caldas, is a final report of postgraduate research, within the framework of the Master's Degree in Political Studies at the University of Caldas. It is a work of academic and political reflection that aims to contribute from the production of new knowledge to the understanding and historical comprehension of the Human Rights violations committed by State agents -Armed Forces, Police, Gaula, Intelligence: DAS, F2, B2 and paramilitary groups- in the department of Caldas. The document is structured in four chapters: The first chapter presents theoretical and methodological contributions for the historical understanding of State Crimes in Caldas; the second chapter delves into advances towards a characterization of state criminality in the department of Caldas; the third chapter develops four strategies that have guaranteed impunity for state criminality in Caldas; and chapter four proposes the need for a public and deliberative dialogue on alleged perpetrators of State Crimes, and some final reflections.
