The present work was proposed in order to restructure the business model of the Empresa Departamental de Servicios Públicos de Boyacá S.A E.S.P, since the company currently does not have the necessary resources to be self-sustaining, without its own source of income, which causes financial and administrative instability; For this reason, the general objective was Formulate an operational baseline for the restructuring of the business model of the Empresa Departamental de Servicios Públicos de Boyacá S.A E.S.P. the methodology that adjusts to the requirements of the project, such as the guide to good practices of the PMBOK 6th edition, which adjusts to the processes and directions necessary to meet the objective, due to the fact that the technical operation model of the project complies with the process groups and areas of knowledge.
Its impact is based on achieving autonomy and stability by opening spaces with sources of their own resources to finance more productive plans and projects that improve the provision of public services, generate greater profitability and solve the unsatisfied needs of communities in terms of water. drinking water and basic sanitation. Currently the company has its own human resources and infrastructure that depends on its support 100% of the resources of the general system of participations transferred to the department of Boyacá by the national government where said items are limited with specific destinations and more than 50% are destined to operation and strategies of the departmental water plans where finally the resources for investment in infrastructure are reduced and are not enough to mitigate the needs of the municipalities, this being the main purpose of the departmental public services company.
As part of the restructuring of the business model of the Empresa Departamental de Servicios Públicos de Boyacá S.A E.S.P, an alternative strategy will be explored to improve the financial and administrative conditions of the company. One possible option to consider is the construction of a landfill. This initiative would allow the company to leverage its existing resources and capabilities, such as human resources and infrastructure, to develop a complementary business that generates additional income.
The construction of a landfill would provide the opportunity to offer proper management and disposal services for construction and demolition waste, complying with environmental regulations and promoting sustainable practices. This business alternative would not only generate revenue from the services provided but also help address the waste disposal needs in the region, which is a relevant aspect in terms of sustainability and urban development.
Furthermore, this new business line would allow the company to diversify its sources of income, reducing its exclusive dependence on resources from the general participation system and providing greater financial autonomy. The income generated from the operation of the landfill could be allocated to finance more productive plans and projects, improving the provision of public services, increasing profitability, and meeting the unsatisfied needs of communities in terms of drinking water and basic sanitation.
