Resumen
It is important to recognize che right of having adequate housing as a fundamental principle sabed on human dignity. This is a pillar of human rights that must be fulfilled by territorial entities, within their government management.
Therefore, the quality of rifé of all families has a direct and decisive impact on the progress of our society. From this perspective, the purpose of this article is to make a contextualization of the theoretical and legal framework regarding the problem of priority interest housing deficit to those vulnerable families who do not have the economic capacity to purchase a decent home. It is understood that the only way these people have to access any type of housing is through the social interest and/or priority housing subsidies offered by the following entities: national (Ministry of Housing, City and Territory), departmental (Housing Secretary of the Department of Meta) and/or municipal (Municipal Mayor's Office of Villavicencio).
Thus, the government in Colombia is aware of the decent housing need as one of the great needs that this society has. The state, as the first responder, must be the main participant in the solution to mitigate this housing deficit by establishing and regulating the instruments. It is also important to identify how families with fewer resources can take advantage of this right, it is a reality that this population is the weakest among all the other social groups.
As this social group does not have the economic capacity to acquire their own home by purchasing, the State is obliged to create a Public Policy to guarantee the right to housing, especially for those households with a different approach, through priority and social interest housing subsidy programs and/or projects.
The priority interest housing program (VIP) is an in-kind subsidy, consisting of the transfer of free housing aimed at the vulnerable population referred to in article 12 of law 1537 of 2012, that is: those who are in the extreme poverty range; displacement situation; affected by natural disasters, public calamities or emergencies; people who live of high-risk areas that cannot be mitigated; women and men head of household; people with disabilities and older adults; Generally, this differential group that does not have the economic capacity, in most cases, turns into false expectations because the territorial entities today are not carrying out this kind of housing projects of priority interest.
The social interest housing program (VIS) is a subsidy in kind, consisting of the transfer of a home supplemented with credit and with a percentage of family savings.
Consequently, in order to access these housing subsidy programs of priority and/or social interest, citizens must meet certain requirements, which we will be explaining in this article.
