Human rights construction is closely linked to the discussion, signature, and ratification made by the States, however, it is also true that these are built on a day-to-day basis by those who demand them in local contexts. Despite the centrality of the Colombian State in the interpretation and application of human rights in Colombia, during the presidential periods of former President Álvaro Uribe Vélez, the cohabitation of two different understandings of them can be identified. Thus, social movements such as the National Movement for Victims of State Crimes have something important to say about human rights, interpreting and claiming them from the local level, from below.
