Intersetorialidade: saúde, educação e assistência social, uma perspectiva crítica do programa saúde na escola

Abstract

O presente trabalho aborda as ações intersetoriais do Programa Saúde na Escola (PSE), em especial a relação do programa com o setor da assistência social, por meio da técnica de revisão integrativa e da pesquisa exploratória em um território da zona três do município de Praia Grande-SP. O pressuposto deste estudo é que as ações intersetoriais amplas mobilizadoras da assistência social são indispensáveis para a promoção da saúde e a garantia dos direitos das crianças e dos jovens. Dessa forma, exploramos ações que pretendem superar a fragmentação desde o planejamento até a execução das atividades, investigando as dificuldades para a efetivação da intersetorialidade e os desgastes da sua ausência a partir dos achados na revisão integrativa na bases de dados dos portais da Scielo, da BVS e de Periódicos Capes e da pesquisa de campo composta por relatos das profissionais dos três setores: saúde, educação e assistência, a partir de roteiro semiestruturado. O levantamento bibliográfico aponta que as articulações intersetoriais no PSE enfrentam dificuldades complexas ligadas às grandes vulnerabilidades expressas nos territórios. Já os achados das entrevistas semi-estruturadas com as profissionais revelam a ausência de perspectiva dos trabalhadores sobre a complexidade que envolve o cuidado em saúde e que outros setores, para além do setor saúde, também são capazes de promover, prevenir e intervir nas condições de saúde dos sujeitos em desenvolvimento.

The present work addresses the intersectoral actions of the Health at School Program (PSE), in particular the program's relationship with the social assistance sector, through the technique of integrative review and exploratory research in a territory of zone three of the municipality of Praia Grande-SP. The assumption of this study is that broad intersectoral actions that mobilize social assistance are indispensable for promoting health and guaranteeing the rights of children and young people. In this way, we explore actions that intend to overcome fragmentation from the planning to the execution of the activities, investigating the difficulties for the effectiveness of the intersectoriality and the wear of its absence from the findings in the integrative review in the databases of the portals of Scielo, the BVS and Periódicos Capes and field research composed of reports by professionals from the three sectors: health, education and assistance, based on a semistructured script. The bibliographic survey points out that the intersectoral articulations in the PSE face complex difficulties linked to the great vulnerabilities expressed in the territories. The findings of the semi-structured interviews with the professionals reveal the workers' lack of perspective on the complexity that involves health care and that other sectors, in addition to the health sector, are also capable of promoting, preventing and intervening in the conditions of health of developing subjects.
