The present thesis investigates which and how the socio-historical, economic and political determinations have been producing impediments to the implementation of the Social Assistance Policy (AS) in the sphere of Law in the Municipality of Santa Maria (SM), located in the central region of Rio Grande do Sul (RS). Together with this, specific objectives were established: a) to construct the historiography of the Municipal Social Assistance Policy of Santa Maria/RS (PMAS-SM) in the period from 2006 to 2021; and b) to identify how researchers, technical workers and other individuals involved with Social Assistance conceive the implementation of the Policy in the Municipality; c) to verify the conservative and militarization crossings that exist in the city of Santa Maria. To reach the objectives, bibliographic and documental research was conducted through access to documents published in websites and Facebook pages, which included articles, dissertations, thesis, books, reports in electronic media, pronouncements, municipal laws and works produced in recent decades related to the city of Santa Maria and the PMAS-SM and semi-structured interviews with individuals involved with the SA. The analysis of the data collected was guided by the historical-dialectical materialism articulated between totality, contradiction and mediation. The research shows the imposition of a conservatism in the social texture of Santa Maria, metabolized by a bourgeois moral that insists in eclipsing "the social issue" and guiding PMASSM in the logic of charity, benevolence and philanthropy. Important milestones are being structured for the composition of PMAS-SM as a public policy based on the sphere of law through the political organization of the workers and advocates of the Policy. It is noteworthy, however, the presence of disintegrating elements, of demobilization and sickening of individuals before the struggles carried out in favor of the Policy. Finally, we seek to problematize the unfoldings and permanences of political action and state intervention, unveiling conservative social forces present in the municipality and in PMAS.A presente tese investiga quais e como as determinações sócio-históricas, econômicas e políticas vêm produzindo impedimentos à implementação da Política de Assistência Social (AS) na esfera do Direito no Município de Santa Maria (SM), localizado na região central do Rio Grande do Sul (RS). Junto a isso, estabeleceram-se objetivos específicos: a) construir a historiografia da Política Municipal de Assistência Social de Santa Maria/RS (PMAS-SM) no período de 2006 a 2021; e b) Identificar como as(os) pesquisadores(as), trabalhadores(as) técnicos e demais indivíduos envolvidos(as) com a AS concebem a implementação da Política no Município; c) Verificar os atravessamentos conservadores e de militarização existentes na cidade de Santa Maria. Para o alcance dos objetivos, realizou-se pesquisa bibliográfica e documental por meio do acesso a documentos publicados em sites e páginas do facebook, que contemplou artigos, dissertações, teses, livros, reportagens em mídia eletrônica, pronunciamentos, leis municipais e trabalhos produzidos nas últimas décadas relativos à cidade de Santa Maria e a PMAS-SM e entrevistas semiestruturadas realizadas com indivíduos envolvidos com a AS. A análise dos dados coletados foi orientada pelo materialismo históricodialético articulado entre a totalidade, a contradição e a mediação. A pesquisa mostra a imposição de um conservadorismo na tessitura social de Santa Maria, metabolizado por uma moral burguesa que insiste em eclipsar a “questão social” e pautar a PMAS-SM na lógica caritativa, de benemerência e filantrópica. Importantes marcos vão se estruturando para a composição da PMAS-SM como uma política pública assentada na esfera do direito por meio da organização política dos(as) trabalhadores(as) defensores(as) da Política. Destaca-se, no entanto, a presença de elementos desagregadores, de desmobilização e adoecimento dos indivíduos diante das lutas realizadas em prol da Política. Por fim, problematiza-se os desdobramentos e as permanências da ação política e à intervenção do Estado, a desvelar forças sociais conservadoras e militarizadas presentes no município e na PMAS.
