Public policies constitute government programs and actions that are essential to Public Administration, offering goods and services to the population in accordance with collective priorities and needs. The evaluation of public policies can be carried out through the analysis of efficiency, efficacy and effectiveness. Effectiveness in budget management can be measured by the ratio of realized revenues to committed expenditures. This investigation aims to analyze the level of effectiveness in budget management of the municipalities of the Metropolitan Region of Natal, from 2018 to 2021, 6º wo-month period of each year, published on the electronic portal of the Secretaria do Tesouro Nacional (STN). The results revealed that the municipalities of the Metropolitan Region of Natal obtained, in general, a budget surplus in the index of effectiveness in budget management. This indicates that they stopped serving the population in carrying out some programs aimed at the collective benefit (earned revenues greater than committed expenses). The ideal situation is to use all available resources, otherwise the public services to be offered and, consequently, social well-being are compromised. Annual effectiveness showed constant growth until 2020 and a decline in 2021. The survey contributes to society by highlighting the importance of social control over public policies, promoting greater transparency and helping to verify compliance with the effective use of resources.As políticas públicas constituem programas e ações governamentais imprescindíveis à Administração Pública, ofertando bens e serviços à população de acordo com as prioridades e necessidades coletivas. A avaliação das políticas públicas pode ser realizada através da análise da eficiência, eficácia e efetividade. A eficácia no gerenciamento orçamentário pode ser medida através da razão entre receitas realizadas e despesas empenhadas. Esta investigação tem o objetivo de analisar o nível de eficácia no gerenciamento orçamentário dos municípios da Região Metropolitana de Natal, no período de 2018 a 2021. Para atingir o objetivo, os dados foram extraídos do Relatório Resumido de Execução Orçamentária (RREO), do 6° bimestre de cada ano, divulgados no portal eletrônico da Secretaria do Tesouro Nacional – STN. Os resultados revelaram que os municípios da Região Metropolitana de Natal obtiveram, no geral, superávit orçamentário no índice da eficácia no gerenciamento orçamentário. Isso indica que os mesmos deixaram de atender a população na realização de alguns programas voltados para o benefício coletivo (receitas realizadas maiores que as despesas empenhadas). A situação ideal é utilizar todos os recursos disponíveis, caso contrário ficam comprometidos os serviços públicos a serem ofertados e, consequentemente, o bem-estar social. A eficácia anual apresentou crescimento constante até 2020 e queda em 2021. A pesquisa contribui para a sociedade ao evidenciar a importância do controle social sobre as políticas públicas, promovendo mais transparência e ajudando a verificar o cumprimento do uso eficaz dos recursos.
