Caracterización de las percepciones de los vecinos y de los aspectos técnico- operativos con respecto al sistema de alcantarillado domiciliario del barrio Llequén en la localidad de Villa El Chocón

Abstract

La presente investigación ha tenido por objetivo caracterizar tanto las percepciones de los vecinos/usuarios respecto al sistema de alcantarillado sanitario domiciliario, como los aspectos técnico-operativos que provocan inconvenientes en la red de drenaje, asociado a una afectación al ambiente y a la población del barrio Llequén, de la localidad de Villa El Chocón en el periodo 2017-2019. La metodología de investigación consistió en relevar percepciones y en recopilar información sobre la situación actual del sistema de drenaje. Primeramente, se entrevistó a informantes calificados y a operadores del servicio de agua y saneamiento. En segunda instancia, se entrevistó a los habitantes del barrio Llequén. El análisis discurrió acerca de cómo los vecinos agrupados en sectores con y sin cobertura de la red de alcantarillado perciben e identifican el estado actual del sistema de drenaje de sus hogares. Los vecinos identificaron inconvenientes en los aspectos técnico-operativos de la red de drenaje, y en sus hogares. Atribuyeron las causas a un mal diseño en la construcción, un incorrecto desagüe o una inadecuada instalación de este sistema. A modo de conclusión, los actores identifican los problemas; asocian las enfermedades, los vectores, los olores y la contaminación con la problemática del agua residual. A su vez, reconocen tener cierto grado de responsabilidad con la situación y afirman ser parte del sistema de alcantarillado doméstico y de sus inconvenientes, como también de la solución del mismo. Por ello, es necesario dotarlos de herramientas para que su participación repercuta en mejoras al funcionamiento del sistema de alcantarillado del Barrio Llequén de la ciudad de Villa El Chocón.

The main objective for the present study is to characterise not only the perceptions the neighbors/users have about the home sanitary sewer system, but also the technical and operational aspects that cause problems on the drainage network, associated with an environment affectation and the population of Llequén’s neighborhood, in Villa El Chocón, during the period 2017-2019. The research methodology consisted of surveying perceptions and collecting information on the current situation of the drainage system. Firstly, qualified informants and operators of the water and sanitation service were interviewed. Secondly, the inhabitants of the Llequén neighborhood were interviewed. The analysis focused on how residents grouped into sectors with and without sewage system coverage perceive and identify the current state of the drainage system in their homes. Neighbors identified problems in the technical and operational aspects of the sewer system, in and outside their homes. They attributed the causes to a bad design in the construction, incorrect drainage or inadequate installation of this system. In conclusion, the actors identified the problems. They associated the diseases, the vectors, the smells and the contamination with the residual water problem. At the same time, they recognize having a certain degree of responsibility in the situation and they confirm to be part of the sanitary sewer system, by been not only part of the problem but also of the solution. Thus is necessary to equip them with tools for his participation impact in improvements to the correct functioning of the sewage system of Llequén neighborhood from the city of Villa El Chocón.
