Abstract

Capacity development is conceived by the UNDP as the process through which individuals and organizations achieve, strengthen and keep the necessary aptitudes to set and reach their own goals over time. Infrastructure projects, on the other hand, invest in the territories where they take place, aiming to contribute to the local development of communities. However, it’s convenient to define some criteria to measure the impact on gap-closure during the implementation of these initiatives.
