El objetivo del presente artículo es el de conducir un análisis de la política de asesinatos selectivos aplicada por países occidentales, y determinar los mayores desafíos legales y democráticos que debe enfrentar la lucha contra organizaciones terroristas de carácter no estatal. Al mismo tiempo mostrar como el fenómeno del terrorismo ha entrado en un ambiente de mayor complejidad,donde las fronteras tradicionales del modelo de aplicación de la ley, no son usadas como el único método para la lucha contra el terrorismo y las leyes de guerra han sido incluidas en la lucha contra el terrorismo, permitiendo la realización de operaciones de asesinato selectivo contra líderes terroristas.El análisis abordara al enfoque Americano e israelí de esta práctica, debido al profundo involucramiento de estos países en la lucha contra el terrorismo provenientes de actores no estatales que actúan entre la población civil.The Objective of the following article is to conduct an analysis of the policyof targeted killings applied by western countries, and to determine the mainlegal and democratic challenges that states face in the counterterrorismstruggle against non-state actors. At the same time it will show how thephenomenon of terrorism has entered a more complex environment wherethe traditional boundaries of the Law Enforcement Model are no longer beenused as the only method to combat terrorism. The application of laws ofwar has been included in the counterterrorism struggle, allowing severalcountries to conduct targeted killing operations against key terrorist leaders.The analysis will address the American and Israeli approach of targetedkillings, as these countries are both deeply involved in counterterrorismstruggle against non-state actors acting among civilian population.
