De direito, mas não de fato: o parlamentarismo do referendo de 1963 no Correio do Povo, RS

Resumen
This research aims to understand how Correio do Povo, the main newspaper in Rio
Grande do Sul, acted in the 1963 referendum. Such vote meant the end of the republican
parliamentary period in the country after its adoption in 1961. The Jânio Quadros
renouce as president put Brazil in a political crisis since his vice president, João Goulart
was prevented to take office by the military ministers. To avoid a civil war, the National
Congress established the parliamentarism, in which the presidential powers are smaller.
The Additional Act that changed the system of government provided a vote to
population decide between parliamentarism and presidentialism and after political
articulations, the referendum was advanced to 1963. Focusing on the acting of defenders
of the cabinet regime, this work used the press as source and adopted the specific
methodological care. Having Pierre Bourdie as theorist, we intend to fill in some gaps in
the historiography of the period.
