This article analyzes the character of the political crises that occurred in the Torres governmentand the role played by the Popular Assembly in the struggle for socialism in 1970-1971in Bolivia. First, we examine the hypotheses on this issue that emerged from the principletheoretical debate between Zavalet and Lora. Then, we propose an alternative analysis,concluding that the crises of that particular conjuncture were due to the concentration of deeppolitical crises driven, on the one hand, by the crises of nationalism and populism and, on the other, by the political crises unleashed by the radicalization of the labor movement, whichprovoked a revolutionary situation.O artigo analisa o caráter das crises políticas ocorridas no governo Torres e o papel exercidopela Assembleia Popular na luta pelo socialismo na conjuntura de 1970-71 na Bolívia.Primeiramente, se examinam as teses sobre o assunto que resultaram do principal debateteórico e político realizado entre Zavaleta e Lora. Logo, propõe-se uma análise alternativa,concluindo que as crises dessa particular conjuntura foram devidas à condensação de crisespolíticas profundas, comandadas, por um lado, pelas crises do nacionalismo e do populismo, epor outro, pelas crises políticas desencadeadas pela radicalização do movimento operário queprovocaram uma situação revolucionária.
